Permission Problem running nagios

I know I'm missing something simple, but I just can't find it.

When launching my main nagios webpage, everything comes up fine. When I choose any of the dropdowns I get this error:

Internal Server Error

The server encountered an internal error or misconfiguration and was unable to complete your request.

Please contact the server administrator, root@localhost and inform them of the time the error occurred, and anything you might have done that may have caused the error.

More information about this error may be available in the server error log.

In the error log, I see this:

(13)Permission denied: exec of '/usr/local/nagios/sbin/history.cgi' failed, referer:

any help would be great.

Ok I fixed the CGI problem. Now it seems I have to correct permissions, but when I try to view any of the menu items I get nothing but machine foo see below:
