OpenVPN TLS error

The complete error message is TLS key negotiation failed to occur within 60 seconds (check your network connectivity)

We checked the network connectivity. There is only one server and two clients on the same network segment. This is just a small pilot test network for OpenVPN. They can all ping each other before we start OpenVPN. Does anyone have any sugestions?

While you can ping, probably the ports for VPN are blocked by firewall.
Try just for the testing, stop firewall, connect and if successful, then modify firewall settings and restart it (don't let the server opened! )!

Thats correct. By default, the ports for VPN are blocked by the firewall. Try enabling them or disable firewall for few minutes and run the same test. You will have the result in hand.
