OPENGL issues w/ ATI

Okay, I am a linux n00b and I got my system configured but it seems anything with opengl is painfully slow. This is my glxgears output:

2080 frames in 5.0 seconds = 416.000 FPS
2080 frames in 5.0 seconds = 416.000 FPS
2000 frames in 5.0 seconds = 400.000 FPS
2080 frames in 5.0 seconds = 416.000 FPS
2080 frames in 5.0 seconds = 416.000 FPS
2080 frames in 5.0 seconds = 416.000 FPS

From my understanding I should be getting in upwards of 3000 FPS
Even the OPENGL screensaves are slow

I have an ATI RAEDON 9600XT
i think this is because i am having trouble installing the latest ATI drivers, if so could someone point me in the right direction, or if not any ideas????
