I am running Mandrake 9.1. The numlock dæmon is running on startup. However, it only sets numlock on for terminal sessions (ie CTRL-ALT-F1 to F6). When in the X-Session (CTRL-ALT-F7) the numlock boots as off.
I note that the system saves an individual numlock setting for all seven sessions. You can see it flash on and off as you switch screens/terminals. I'm sure it did not do this in the past so I must have altered a setting. I've tried Mandrake and KDE Control Centres and cannot find anything.
