normal user can mount?

hello to everyone,
all is a question ?
is possible that a user, not root, can mount a partion
on local home directory ?
if yes , how?

there are n° user with winXp workStation that have an account on linux server that maneage the network by samba.
the idea is :
the local user from winXp launch a connection via ssh with server linux
after, he could mount his local partion (winXp) on linux.
...
but I received that only root can mount

Of course it's possible: it's linux!
Go to /etc/fstab where your mount points are defined and make sure you have the option user somewhere in the fourth field, like this:
/dev/fd0 /mnt/floppy vfat noauto,user 0 0
Now any user can mount that device (maybe too much freedom for your users)
Also take a look at the manpage of fstab
