Question normal user can't start tomcat? help!!!!

I use gentoo dist
I have emerged tomcat,
and I have added root and normal user "dutao" to group "tomcat"
and I have change the owner of dir "/opt/tomcat/" and the file "/etc/init.d/tomcat " to group tomcat
But now, if I use root to login, I can start tomcat, everythin is ok.
and if I log in using normal user "dutao", and start tomcat, there would be
the error below
sbin/runscript.sh: line 387: /var/lib/init.d/tomcat-3996:Permission den

what can i do?
