No norwegian characters

I can't seem to get norwegian charaters in Debian. I don't have any X.
I'm using it as a file server, but no files with norwegian characters in them is shown right. I keep getting ? and other weird characters. The biggest problem is that i can't get into catalogs with names starting with any norwegian characters. ?pen is hard catalog to get into. Can anyone help me with this. I've been reading myself to death here without finding out.

The things that spring to my mind are
LOCALE (LC_ALL) and keyboard mappings.
