is there a way for ethereal to reassemble jpeg or gif images? this would be a good feature for me.

ethereal is a packet sniffer -- it just tells you whats flyin across the network... i highly doubt it will "display" jpegs and such... but who knows... maybe someone else out there might know...

can't the admin just watch the citrix session from the server end?

I run citrix here and you can watch, and join in if you wish... all done from the admin console

explain to me exactly what citrix is. I just want to use a program like ethereal to see what is moving across the network and reconstruct some packets if i wish. what program out there is best for that?

citrix is a winders based program that is the license server for terminal services.. it's pretty nice -- but rather costly...

128 bit encryption and a million other things..

look at it as SSH with a gui and a MASSIVE price tag..
