Normally the only configuration required for apt4rpm is the optional addition of somel repositories to the /etc/apt/sources.list file, or if you have a generic sources.list, uncommenting lines fo rthe repositories you want used for your updates.
You appear to have a failed install, and a little more info would be helpful.
1) what distro and version are you running (Ex., RH9, FC1, whatever)
2) Did you install from a .rpm or a .src.rpm file, and did you get any warnings and/or error messages when installing?
As a very general recommendation, I would say, just do an "rpm -e apt" to get rid of your existing install, redownload from
and be sure to get the one specific to your distro and version, and then reinstall apt.
Just to be safe, save any error messages to text files so that we can take a look at them if things don't go well.
