Navigation software - not GPSDrive!

Hi, I'm looking for a navigation program, but not GPSDrive! I've tried it and it doesn't do what I want it to do. I'm looking for a program that I can scan maps into, get it calibrated, and plot routes. I mean so I can click on the map and it shows me how far it is, etc.

This would really help.. I've been looking for ages but can't find anything.

(GPS integration would be a bonus)

Thanks in advance.

Have you tried ArcVIEW or that whole Arc series (ArcIMS, and others)? Or even something simple like Microsoft Mappoint, which has a wealth of data already in it and allows for importing new data, and real-time GPS tracking.
