Names of packages - yum vs apt-get

Is there any reference that well tell me the name of a deb package if I only know the name of it in rpm?

For example:
Code:
RPM DEB

httpd apache2
httpd-devel apache2-dev
xemacs xemacs21

no. there is no official basis to the package names, and even your examples are not correct, in that xemacs could be all sorts of different versions, not just 2.1. Same for Apache too.
