mysql automatic

Hi All
I want to know is it possible that solution!

If the table in mysql have a new entry, then it need to do some task! What program can be do for it? I found a solution is use Java to make a qeury to the table by frequencily. But I observed this would waste so much memory and cpu usage. Finally the server was run slowly.

Any suggestion..
