mozilla:tab in background (personal settings take preceding?)

How can I make mozilla opening new tabs in the background? The option that should fix this mentions "personal settings take preceding over this". Where are these personal settings configured?

Edit | preferences | tabbrowser extensions | use tab |

change options for how to open new tabs from: bookmarks, link click, link middle click, location bar and others.

(It was on the web, but it was very hard to find.)
