Modifying key mappings

Hello all,

How do I go about controlling key-bindings system-wide? Specifically, I'm working on Debian GNU/Linux for the iPAQ 3600, and I want to have the key event created by pressing the power button to call "apm -s." I already know the power buttons keycode and keysym from "xmodmap -pke," but I have yet to figure out how to cause the button to suspend the PDA. I'm using Xfbdev as the X server (which handles all normal XFree86 options).

I've searched Handhelds.org repeatedly, but all the information I find either doesn't work (including the IpaqPowerButton page on their wiki) or is designed for Familiar Linux, and thus doesn't apply. One would think that the way one modifies key-bindings on a PC would apply to this situation... Any thoughts would be appreciated.

Thank you.
