mlockall() - only root priveledged?

Hi guys!

Is the mlockall() sys call only usable by someone with root rights? If not, how would I allow another user to use this call. I saw in the man pages that there is a size/page limit per process for "lock down" but no matter how small I make the process, it just won't lock into memory. (without root rights) I am kind of lost with this.

I am using a modified version of RH, w/latest kernel.

Any help is greatly appreciated!
