Unhappy Memory limitation for user process

How can I limit the process for users in suse 9. I run a w2003 terminal n in rdesktop on suse. In the windows I execute vmware .Sometimes it said me."U dont have enough memory to execute the virtual machine. I have 4 Gb Ram , I have 20 users with 32Mb each one.That s only 640 Mb. No other special proceses running. Thanks
