map control key to caps lock in Xemacs


I'd like to map the CTRL key in Xemacs (as in, C-b k) to the caps lock key -- I'm using a dvorak layout, and given that I think it makes more sense to be using caps lock for the key commands (most commonly used keys on home row, that is). I've been trying to find out how to do this, but I haven't had any luck. Anyone have any ideas?

Also, I know this isn't a windows forum, but I use Xemacs on Windows and Debian, so I'd like to know how to do it on Windows, too, if that's different.
