Mandrake 8.2 ATI Monitor Reboot problem

I have two machines. Older one has an ATI 32mb All In Wonder 128 Pro 4x AGP video card,Mandrake 8.2, Samsung 955DF 19" Monitor.
Newer machine has an ATI Radeon 32mb All In Wonder 4X AGP Video card,Macdrake 8.2 & a Samsung 950P 19" Monitor. Both monitors use PP > positive polarity for their settings > ie..37.7kHz,60Hz PP. When I shut down or reboot > instead of getting the normal shutdown info > my screens go black and I get "out of sync" warning floating across the screen with some very high numbers such as 173kHz,200Hz etc> ALWAYS NN polarity. Why does this happen and how can I fix it? I use XFree86 4.20 with acceleration. I don't have this problem with RedHat 7.3 on the same machines.
Any ideas out there?
