Looking For Documentation Creation Solution


Hello:
I administer several (mostly MS Access) applications that are poorly documented, particularly as to how they work internally. I am looking for something open source (preferably) that can assist with creating the missing documentation.
I welcome any suggestions, but what I have in mind is some sort of program where I can enter things that I discover as I look through the internals of the application (for example, macro mFoo runs query qBar which updates tData). From the entry for mFoo, it ought to be simple to link to the pages for qBar and tData, and from them back to each other and mFoo. After a while, an interactive linked set of pages (web-based, maybe?) would develop that would facilitate figuring out what does what in the application.
I have done much searching for "open source documenter" and similar, but nothing has caught my eye. I have also looked at some of the web sites describing CMSes, but did not recognize anything as a solution for this problem. Any suggestions? Much thanks in advance.

It sounds like you're looking for nvu. I use it to create my documentation and publish it (to a webdav share). It works really well for me.
