Is there a differnce between GTK programs run from KDE and GTK programs run ftom GNOME?

I noticed a difference when using GTK programs in KDE. When you're using English there are no problems but when I localised my system to russian, GTK programs I ran in Gnome understood russian but GTK programs I ran in KDE showed some weired charachters instead of normal russian ones until I created I .gtkrc file in my home directory.

Well you can just copy the file:
/etc/gtk/gtkrc.<here's the name of your locale>
into your home direcotry and name it:
.gtkrc
