Add your line to /etc/rc.local. This file is executed in the end at boot. or create your own /etc/init.d file.
If you want to start any process as anyother user , use su. See su man page
MYSQLD runs as mysql user. It starts as root and gives up privileges after starting. See the startup file that came with the package.
