Limiting speed for apache

Hey, I am hosting a porn forum along with being the pic hoster.

Useally the pics come to around 5mgs per post, when a user visits a post he gets streams at like 120kb/s the most.

Now that sucks is my ping jumps to 500 while playing and somone is surfing my forum.

Is there anyway to make the speed like <50kb/s for a temp time or permanent?

Have a look at mod_throttle. Google for it.
