limiting concurrent webmin

I want to limit simultaneous webmin user logins, to only one occurrence. Can this be done? Can someone point me in the right direction ?

I'm using the "custom command" module to edit a file. My issue is that multiple users can edit this file, but I only want one user in at a time. After 3 minutes of no activity webmin will log them out, so no one can hog the system.
