Exclamation Limit Apache2's Speed

Does anyone know of any way of limiting the speed of Apache2 i.e. to 22KBps? mod_bandwidth doesn't work on Apache2 so that isn't any use, and someone mentioned using squid as a reverse proxy, but I cannot find any information on how to set that up and others don't think it will work anyway.

Does anyone have any ideas as I am really starting to go mad trying to find a resoloution for this problem.

You can try the Wonder Shaper, which allows you to prioritize types of data and I believe set bandwidth restrictions.

If you aren't paying for bandwidth you might just want to set it as the lowest priority so it can run as fast as it wants so long as nothing else needs the bandwidth.
