lilo.conf and grub.conf no read access

Is it normal to have no read access for grub.conf and lilo.conf for normal users. I just realized that only root has read access. I thought I was able to read these before when logged in as regular user. Is this how it supposed to be?

try check the manual! write "man chown" (to see the manual), if you got the manuals installed - I think this will work:
"chown user_here file_here" !
