LICQ - popup problem

How can I get LICQ to popup the message window when I get an incoming msg? Currently all I get is just a blinking icon on the systray? Is this normal LICQ behaviour (sucks really) or just my system acting up?

You may need to install a newer release.

Also this could be a config problem.

I'm using 1.2.6 from Fedora Core 1's prebuilt RPMs. Are there any known problems with this release?
I have my all the popup options checked in my config, btw.
