LaTeX eps resizing

I have a problem resizing encapsulated postscript images with latex. the image is a graph, and the plot resizes fine, while the axis labels appear to be full size. (I scale the image down to 40%) anyone know what I can do?

What package do you use to include EPS files? Do you use the epsfig package? And what graphic driver do you use?

I solved the problem, seems the eps file was partially corrupted. no problem once I recreated the eps file from the original pdf.
