I remember I used to have a feature for "Icon Zooming". Basically, the application icons on the panel are zoomed when the mouse hovers over them. I cannot find where to set this option anymore. I checked every page in the KDE Control Panel.

Instead of Icon Zooming it makes a large "tooltip" like window show up. I can show a screenshot if you would like.
Its unfortunate, because it looks ugly as hell, and it has this annoying effect when its displayed (it is faded in by having circles that get larger and larger)
Your right, does not give a desired effect. Maybe try to increase the pixel size of the panel or decrease the icon size. Maybe It's just to big to zoom within the panel. I like mine kinda small and just have highlight on mouse-over.
Oh well. I'll just disable that effect. My goal was to use smaller icons and have the mouseover zoom it. I guess the KDE folks figured it was an underused feature. (or they were trying to avoid any resemblence to Aqua's zooming)
