Jakarta Tomcat 5.0.27 is running slow

I'm not sure where to start debugging this problem. Both the webserver and the JSDK were installed in the root directory. None of this was done by me, I'm just trying to help a friend out. Any thoughts?

There physical server is a 4 proc (700 mhz) machine with about 2GB of RAM, I'm guessing. It's running RH AS 3.0 (tarroon).
