Is there a PDF editor that can edit ALL of a PDF file? Not just a form filler

I've tried various PDF editing apps, but the most I can do with those, that I've tried, is to fill out forms. If I save a file to PDF how can I make alterations to it afterwards?
Thanks,
Carl.

Check out the following link - http://www.cyberciti.biz/tips/open-s...df-writer.html

Many other results on google, just have to search around.

Cheers,
