Irate radio installation problems involving libaries

I am trying to install Irate radio onto Fedora 3 and run afoul of some libary errors

[root@localhost irate]# rpm -i madplay*
warning: madplay-0.15.0b-1.i386.rpm: V3 DSA signature: NOKEY, key ID 77b1c00c
error: Failed dependencies:
libid3tag.so.0 is needed by madplay-0.15.0b-1.i386
libmad.so.0 is needed by madplay-0.15.0b-1.i386

I have got these two libariers installed onto /usr/local/lib

[root@localhost lib]# cd /usr/local/lib
[root@localhost lib]# ls
libid3tag.a libid3tag.so.0.3.0 libmad.so.0 libopenobex.a
libid3tag.la libmad.a libmad.so.0.2.1 libopenobex.la
libid3tag.so libmad.la libopenobex-1.0.so.0 libopenobex.so
libid3tag.so.0 libmad.so libopenobex-1.0.so.0.0.0
[root@localhost lib]#

and looking around I found I needed to add an extra line into /etc/ld.so.conf

include ld.so.conf.d/*.conf
/usr/kerberos/lib
/usr/lib/sane
/usr/lib/qt-3.1/lib
/usr/lib/mysql
/usr/lib/qt2/lib
/usr/X11R6/lib
/usr/local/lib

Any ideas?
