Invalid keyboard mappings


I have a problem while using Irssi. I cannot switch between windows when using ALT + right or left arrow. Instead of changing windows it is written D and C instead. The same thing happen in terminal. Some other keys also does the wrong things. Is it possible to remap keys?

Can I do it per user and globally?

I also have this problem in Vim. I can't even enter i to get in edit mode. The keyword insert doesn't show up in the far left corner.
