It sounds like you're trying to install the "Xilinx ISE Design Suite" on Debian Linux. I presume the DVD is for Linux (not Windows), or has Linux and Windows on the same DVD.
In any case, why not try the following:
1. See if you can find any .rpm's or .deb files on the DVD (and install the appropriate-looking RPM with your Debian package manager, e.g. "apt")
2. Check the Xilinx web site and/or product documentation for installation and usage instructions:
