Files that end in .gz (usually .tar.gz files) are the Linux equivalent to the ubiquitous .zip file under Windows. The way you install a program stored in a .tar.gz file (or .tar.bz2, for that matter - another zip file equivalent) depends entirely on what is in the .tar.gz file! It usually will contain source code, in which case, read the docs (README and INSTALL usually come with source files). If it contains something else, then read the docs that come with it!
