installing otrs in ubuntu server 14

i have installed otrs in ubuntu server 14
i have done everything as i seen in ubuntu community shown in this link: https://help.ubuntu.com/community/OTRS

every commands seems to be working good.

but when i call/request http://ip/otrs/installer.pl , showing 403 "you dont have permission to access......".

when i call http://ip , am getting the default apache page.

pls help.

maybe it helps to restart the apache instead of only reloading it
sudo service apache2 restart

then call installer.pl
but I am guessing only...

I restarted the apache. Still showing the same error.
I hope it is some permission error.. but i don know how to solve it..

What permissions does the install.pl have? Should be 0755, means excutable.
