Installing libshout libraries

I am totally lost here. I am trying to install an icecast server on my main server and I am having a hell of a time trying to get the icecast frontend to realize that the libshout libraries are installed. Here's what the output says after I install the libraries:

Libraries have been installed in:
/usr/local/lib

If you ever happen to want to link against installed libraries
in a given directory, LIBDIR, you must either use libtool, and
specify the full pathname of the library, or use the `-LLIBDIR'
flag during linking and do at least one of the following:
- add LIBDIR to the `LD_LIBRARY_PATH' environment variable
during execution
- add LIBDIR to the `LD_RUN_PATH' environment variable
during linking
- use the `-Wl,--rpath -Wl,LIBDIR' linker flag
- have your system administrator add LIBDIR to `/etc/ld.so.conf'

See any operating system documentation about shared libraries for
more information, such as the ld(1) and ld.so(8) manual pages.

I checked the /usr/local/lib directory and sure enough, libshout.so was there. Then when I went to install the frontend software, i get this message:

checking for pkg-config... /usr/bin/pkg-config
configure: /usr/bin/pkg-config couldn't find libshout. Try adjusting PKG_CONFIG_PATH.
checking for shout-config... no
configure: error: must have libshout installed!

How do I get this to work. I have no idea how to link libraries and use the libtool or pkg-config stuff. If someone could teach me, that would be awesome!!

You have to install 'libshout' from the icecast download page. It's only available as source.
