Talking installing

I still have a problem with installing, I have a program on a floppy disk called lincity-1.11.tar. What do I type to install it, when I start the command prompt or whatever it is called it says "baldrick@localhost". I do not have a root password as it is not connected to the internet.

Thanks a lot.
