Cool INND setup problems


hi,
i have a problem in setting up a local news server .
starting innd says "makehistory and/or makedbz" should be carried out first .... but executing that also has no effect.

secondly,
copying the config scripts from another m/c which used to run it helped me to avoid this error.
but "innd stopped but subsys locked" is the error message on now starting innd !!!

Can you brief out the entire procedure to set up the thing ..... ?????
