Inconsistent window palcement under KDE

Environment: Redhat Linux 9.0, using KDE

I have an app which creates two windows by calling XtAppCreateShell with
specific X and Y positions. If I create, destroy, and create these windows
multiple times from within the same invocation of the app I get
seemingly-random placement of the windows each time.

This does not happen with Gnome or Mwm. It is not affected by the Control
Center Window Placement setting.

I would appreciate any suggestions about how to debug this!
