What does it (not) do when you try to use it? Display Gnome's default icons? In that case there's something wrong with your configuration..I ended up in that situation after upgrading Ubuntu from 7.10 to 8.04, after which (due to Gnome update I suppose) most icons simply reverted back to the default ones. I tried a lot of things, but I think what helped was removing some of the gnome/gtk-related configuration directories from my home directory (not sure which, as I ended up removing most of them) and then completely reinstalling the icon packages.
