I screwed up apt :(

At this point I'm not sure exactly what I did to screw this up. I tried to install apt, I didn't get it to work right, I tried to unstall it & start over.

But ...

if I do
rpm -e apt-0.5.5cnc6-fr1.i386.rpm
I get
error: package apt-0.5.5cnc6-fr1.i386.rpm is not installed

if I do
rpm -i --nosignature apt-0.5.5cnc6-fr1.i386.rpm
I get
package apt-0.5.5cnc6-fr1 is already installed

I've tried to delete all the apt files I could find hopefully to allow me to reinstall, but obviously there's something I'm not finding.

Red Hat 9, by the way...

Please, any ideas how I can dig myself out of this hole?

Don't feel to bad it only took me an hour to figure that one out the first time I had to do it and I think I figured it out by accident.
