I have to unplug and then plug back in keyboard to make it work


When I start X, my keyboard does not work. It seems like the wrong layout is being used. If I unplug it and then plug it back in then everything is good. I only have any Xkb options in xorg.conf.d. below is my keyboard config from xorg.conf.d.
NOTE: I have /etc/X11/xorg.conf.d symlink'd to /usr/share/X11/xorg.conf.d, if that might be the cause of this problem
