hylafax - unable to send fax - modem not ready message

Hello Experts,

Trying to configure Hylafax 4.2.3 on Fedora Core 5,Im using ROCKWELL RC288DPi external fax modem.

Everything is properly installed (as per the documentation in hylafax.org) but im unable to send any fax using 'sendfax' .

Is this a issue with modem or ? the main error messages from the below output are

"Waiting for modem to come ready"

and

"SEND FAILED: JOB 9 DEST +91.40.23311476 ERR No local dialtone"

Im doing the following..(apologies for verbose output,i had to dump that to give fairly good idea of the problem)

Step 1:
# sendfax -n -d 91-40-23311476 testFax.pdf (enter)

request id is 13 (group id 13) for host localhost (1 file)

Step 2:
#faxstat (enter)
HylaFAX scheduler on localhost.localdomain: Running
Modem ttyS1 (91-40-24548209): Waiting for modem to come ready
