Hping install will not accept the Make command


The following is a portion of the install file as it pertains to Linux general distributions. I'm using RH8 and have successfully pulled down the tar.gz file, opened it, created the temp folder. When I attempt to install using the Make command here is what I get....
"./configure
build byteorder.c...
./configure: line 19: cc: command not found"

or

make all
make: *** No rule to make target `all'. Stop.

or

make make install
make: *** No rule to make target `make'. Stop.

HPING 2.0.0-rc2...
Linux
-----

please, follows this steps:

$ ./configure (first try ./configure --help)
$ vi Makefile (optional)
$ make
$ su
# make install
