You might find an rpm somewhere.

The latest is kdegraphics-3.5.4-15.el5_4.2

No package kdegraphics available :
I can only think of one reason : kdegraphics is excluded.

Please have a look in /etc/yum.conf
Example :
A line like : exclude=kde*
( kde + the wildcard * )
... will exclude all packages starting with 'kde'.

But why not ask Redhat, if further problems ?
You seem to have an account.
...

kedgraphics is not included in RHEL server editions. You have to get it from a different edition or install it from "Optional
Productivity Applications".

I suggest logging in to the RHN and adding the package from there. If you have a subscription of course. Otherwise, find a Centos package instead.
