If you will be replacing it with windows, the windows installation process will wipe it off automatically. If you are going to be doing a different Linux installation, you can just use fdisk to wipe your partition tables, create new partitions, and then reformat with mke2fs...

if you want to install another linux distribution, just start its installer and choose the partition where ubuntu is installed as root (/) partition. it will be reformatted and overwritten automatically in most cases

To use fdisk to remove all partitions, I think you need to be running from a live CD...eg your install CD (or from another drive)

At a command prompt (eg in a terminal):
fdisk -l ....to see your partitions
fdisk /dev/sda .....to change the partitions on sda

If you really want to wipe the disk, then you can do that directly using something like DBAN:
http://dban.sourceforge.net/
(no need to remove anything first)

Boot with a live CD, like knoppix, and use dd:

dd if=/dev/zero of=/dev/sda bs=4k conv=notrunc,noerror
