How to switch languages with IceWM

Hi all!!!

I've a question. How to switch the system language using IceWM?. I can do it without problems with KDE or such, but I just cannot find an option under IceWM. The problem is, it's in Swedish language, and it does not seem like IceWm accept well foreigns languages. The menus are awful without the Swed's special characters such as ä å ö . So keep it in English seems to be the wisest thing to do...

I've both Swedish and English languages installed in my system and, as I said, I could switch languages before under KDE. My current distro is Mandrake 9.0.

Thanks in advance
