You can download the tarball or binaries there. And compile the library yourself...
Or with OpenSUSE you open run, ALT-F2, and type yast. Then you can search for avr. It seems the only package in the official repository is avrdude, and my guess is it will also load the avrlibc as I assume avrdude would have an avrlibc dependency, and so load avrlibc, but I don't know.
