Software for Ubuntu is installed using the Synaptic package manager. You have to select the respritories first.
You wound then do a search for the plugin, or what ever you want. Select it, and click apply. The package manager looks after the install for you. It will download the package, and look after placing all files in the correct location.
You did not say what program this plugin is for. There are How-To's on Ubuntu's web site on how to do specific things in Ubuntu. You may want to go there and have a look around.
