How to disable the option to show the description for a shortcut?

If I move my mouse cursor over a shortcut or an item in the menu, the description for that application shows. Does anyone know how to disable this?

Edit: I'm using gnome.

It helps if you mention what desktop environment or window manager you are using.

I've tried searching but have not found anything useful for GNOME. Run gconf-editor and see if there are any options to disable tooltips somewhere.
